History – Domain of Expertise
to Counter Mistreatment of Older Adults

1980 – 1990

  • The problem of mistreatment is little known in Quebec. Psychosocial workers lack the knowledge and tools to deal with this type of situation.
  • At the end of the 1980s, a first literature review on the detection of the mistreatment of older adults led to the creation of a specialized intervention team dedicated to the fight against mistreatment, which is now known as the Domaine of expertise.
  • Development of an intervention protocol and a screening tool for risk factors of mistreatment.
  • Implementation of systematic screening of all requests for home care services for people aged 60 and over.

1990 – 2000

  • Awarded the Association des centres de services sociaux du Québec prize for the development of the intervention protocol.
  • Development of the first training program for the health and social services network (RSSS) and creation of the provincial multisectoral consultation team to counter mistreatment of older adults.
  • Obtained funding for the development of the Centre québécois de consultation sur l’abus envers les aînés, whose mandate is the research and development of projects aimed at the prevention and intervention in the fight against older adult mistreatment.
  • Creation of the Ligne Info-Abus, a volunteer telephone listening and referral line for the public.

2000 – 2010

Implementation of several research projects and partnerships, including the development of:

  • Knowledge in the fight against mistreatment for specific contexts (e.g., domestic violence and intercultural interventions).
  • Guides and training programs (e.g., Guide for intervention in ethnocultural contexts, Training manual for instructors in the fight against mistreatment).
  • Development and dissemination of an awareness program for older adults “Senior-Aware”.

2010 – 2017

  • Support and consulting expertise in the development of the Plan d’action gouvernemental pour contrer la maltraitance envers les personnes aînées (PAM 2010-2015).
  • Development of the awareness program for witnesses of mistreatment situations “Ce n’est pas correct ! Voisins, amis et familles présents pour les personnes aînées ».
  • Rédaction d’une Politique-type pour contrer la maltraitance envers les personnes aînées en Centres d’hébergement de soins de longue durée (CHSLD).
  • Mandate from the MSSS for the development and implementation of the Elder Abuse Line as well as the development and provincial dissemination of a training program for instructors throughout the Health and Social Services network.
  • Creation of a research program focused on the residential context (Policy template + Guide for the Self-assessment of institutional policies). Policy template to counter the mistreatement of residents in long-term care facilities + Guide de réflexion, d’autoévaluation et de révision des politiques /procédure pour contrer la maltraitance envers les personnes aînées en CHSLD).

2017-PRESENT DAY

  • Support and consulting expertise for the development of the Plan d’action gouvernemental pour contrer la maltraitance envers les personnes aînées (PAM 2017-2022).
  • Mandate from the MSSS for the development, review and evaluation of the implementation of the Politique-cadre pour contrer la maltraitance envers les personnes aînées– Mandate from the MSS for the development of a training for the Health and Social Services network, the community sector and the financial sector..
  • Rédaction d’une Politique-type pour contrer la maltraitance envers les personnes aînées en Centres d’hébergement de soins de longue durée (CHSLD).
  • Mandate from the MSSS for the development and implementation of the Elder Abuse Line as well as the development and provincial dissemination of a training program for instructors throughout the Health and Social Services network.
